Country Profile Country Profile:Government: Kuwait is a constitutional monarchy, administratively represented by 6 governorates (know as muhafazat, singular muhafazah): Al Ahmadi, Al Farwaniyah, Al 'Asimah, Al Jahra', Mubarak Al-Kabeer and Hawalli.Date of Independence: June 19, 1961 Constitution Approved and Promulgated: Approved: November 11, 1962 Executive Power is exercised by the Amir through Council of Ministers (frequently referred to as "the government") headed by a prime minister who is chosen by the Amir after traditional consultations.Judicial System: Based on the Egyptian model, it is an combination of Islamic law, English common law, and the Ottoman civil code. Personal and family matters such as divorce and inheritance are governed by separate family courts operating under religious laws, each religious tradition (e.g. Sunni, Shia, Christian) having its own set of laws and courts.Legislature: Unicameral National Assembly (Majlis al-Umma) of 50 members elected by popular vote to serve 4-year terms.Political Parties: Not permitted, though there are formal political groupings that back MPs and candidates.Suffrage: Up until May 17, 2005, only male citizens 21 and older were able to run and vote for the parliament. History of Kuwait History of Kuwait:Kuwait 's early beginnings go as far back as the early 17th century, known at the time as al-Qurain. It appeared in a Dutch map dated in the mid-17 th century, the earliest know map showing present-day Kuwait as al-Qurain. At the time, it was under the control of the house of Khaled, who dominated the eastern part of the Arabian peninsula. The name Kuwait, which is derived from Kout (fort), came about when the sheik of the house of Khaled, Barrak, built a fort in al-Qurain in the latter part of the 17 th century as a summer house In the early 18 th century, several clans from the Al Aniza tribe migrated to the northern shore of the Gulf from the Najd, their famine-stricken homeland in central Arabia, and settled in Kuwait, a small village at the time. With the rule of the house of Khaled weakening, the Al Sabah emerged as the dominant clan, and were formally established as rulers of Kuwait in 1752. These new settlers combined to create an oligarchic merchant principality, whose economic prosperity was based on fishing, pearling, and trade. Throughout the eighteenth and nineteenth centuries, the Al Sabah proved adept at the kind of maneuvering that was necessary for a small sheikdom to survive next to powerful Saudi, Rashidi, and Ottoman neighbors. By the late nineteenth century, however, fears of growing Ottoman influence led Sheikh Mubarak Al Sabah or "Mubarak the Great" (r.1896-1915) to enter into an agreement with Great Britain, which effectively established Kuwait as an autonomous British protectorate. Under the 1899 agreement, Kuwait maintained control over its internal affairs, while Great Britain assumed responsibility for the country's security and foreign relations. The British also provided advisers to staff the country's nascent modern bureaucracy. Another British legacy is Kuwait's borders, which were established in agreements in 1913 and 1922. Iraq affirmed its border with Kuwait in its 1932 application to the League of Nations for membership as an independent state.In the mid-1930s work began on the development of Kuwait's petroleum industry, the basis of the country's modern prosperity.Oil was first struck in Kuwait in 1938, but the development of the industry was interrupted by World War II. By 1945, drilling had resumed on a large scale, and the commercial export of crude oil began in June 1946. Oil production and revenues grew rapidly, fueling a dramatic expansion of the entire economy. By the 1960s Kuwait enjoyed a level of economic development that made it one of the richest states in the world on a per capita basis. On June 19, 1961 Kuwait gained full independence from Britain. Iraq initially refused to accept Kuwait's independence and threatened to annex its neighbor, falsely alleging that Kuwait had once been part of Iraq. Iraq's military threats resulted in a deployment of British troops, which were soon replaced by an Arab League force, and the crisis subsided. In 1963 Kuwait became a member of the United Nations, and later that year Iraq agreed to abandon its threats and recognize Kuwait's independence and borders in a treaty signed by both governments (although there were border clashes in 1973).In the 1980s Kuwait's stability was shaken by the Iran-Iraq War, terrorist attacks in Kuwait City, and economic difficulties caused by a worldwide oil glut and the 1982 collapse of the country's unofficial stock market, the Suq Al-Manakh. Kuwait's sovereignty and continued existence were critically threatened when Iraq invaded and occupied Kuwait on August 2, 1990, claiming that Kuwait was harming Iraq economically by refusing to reduce its oil production. Many Kuwaitis were forced to flee to Saudi Arabia and other countries. In Saudi Arabia, Kuwait set up a government in exile. As an international coalition of 30 states, led by the United States, prepared to reverse the occupation, Iraq announced it had annexed Kuwait, claiming again that Kuwait had been historically part of Iraq. The Iraqis were forcibly ejected at the conclusion of Operation Desert Storm on February 26, 1991. Departing Iraqi troops looted homes and businesses, and inflicted serious damage on Kuwait's oil industry and environment by setting ablaze 742 of its 1,080 oil wells and allowing crude oil to flow into the desert and the sea. They also took thousands of Kuwaiti prisoners with them.In November 1994, Iraq formally accepted Kuwaiti sovereignty as well as a UN-demarcated border. Nevertheless, Iraq has provided only partial compensation for property and environmental damage sustained during the occupation and has refused to comply with U.N. resolutions stipulating that Iraq repatriate all prisoners of war. Eight years after Kuwait's liberation, Iraq continues to hold 605 prisoners of war (of whom 570 are Kuwaiti citizens), many of whom were kidnapped from their homes or were arrested at random on the streets during the Iraqi occupation.Ten percent of oil revenues are, by law, put into a trust, called Future Generations Fund, to prepare for the day that Kuwait's massive oil reserves dry up. Also on the political agenda are women's rights: in May 1999, the Emir decreed that women would for the first time be able to vote and run for office in the 2003 general elections, but the parliament rejected that law. That same year saw Kuwait hit the world's center stage once again, when great numbers of mainly US and British troops gathered in the emirate in readiness for the invasion of Iraq. As a result, pro-Islamic groups gained ground in parliamentary elections later that same year. Landmines In Kuwait:Today many resources are being used to remove land mines and clean up environmental damage left over from the Iraqi retreat, subsidized by the UN to the tune of US$5.9 billion. In Kuwait, the open desert areas remain contaminated by landmines and Unexploded Ordnance (UXO) mostly left over from the 1990-1991 Gulf War. In addition, parts of the desert and coastal islands used for military exercises contain UXO. The most important of these areas are in and around Al Ederah and on Bubiyan Island. In early 2003, landmines and UXO were discovered in the Sabiyah area in northeast Kuwait. Kuwait collected and destroyed 28,262 pieces of ammunition of different types between January and December 2003, equating to 134.3 metric tons from an area of approximately 154.6 square kilometers. This included: 15 antipersonnel mines, five anti-vehicle mines, 133 cluster bomb submunitions (22 BLU/63, 60 Mk. 118 Rockeye, and 51 M42 DPICM), 6,788 grenades, 3,032 RPG, 6,810 small arms ammunition items, 57 40mm mortar bombs, 1,889 60mm mortar bombs, and 1,279 82mm mortar bombs.[6] On 4 May 2004, a private demining company working in the western part of Bubiyan Island discovered Mk. 188 Rockeye submunitions. Between 21 March and 20 December 2002, 39 landmines (32 antipersonnel mines and seven anti-vehicle mines) were detected and destroyed in situ in different parts of the country, including the oil fields of Wafra, Abdaliyah, Kabd, and Salmi. Between 20 February 2001 to 20 February 2002, 25 antipersonnel mines and 11 anti-vehicle mines were cleared and destroyed. An estimated 250 antipersonnel and anti-vehicle mines were cleared in the year 2000. From the end of the conflict in 1991 until December 2002, 10.18 metric tons of antipersonnel mines and 6.57 metric tons of anti-vehicle mines were discovered and destroyed by mine clearance and explosive ordnance disposal teams in Kuwait. Landmines and UXO of different types are concealed underneath a black cover of crude oil, tar mats, and oil droplets in Kuwaits oil field areas, which cover about seven percent of the surface area of the country. This contamination resulted from the oil well fires in January and February 1991. An unknown amount of mines and UXO are hidden under the sands in certain areas of the country, particularly along the natural sand corridors. Considerable numbers of antipersonnel mines also apparently remain hidden in the muddy inter-tidal flats of Kuwait Bay. From July to August 2003, the Kuwait Ministry of Defense carried out a UXO clearance program in small strips along the oil lakes for scientific research projects (such as soil sampling). The program cleared approximately 66.6 hectares. Staff included the Kuwait Ministry of Defenses explosive ordnance clearance personnel, along with four to six Bangladeshi personnel equipped with FEREX 4.1 ordnance locators. The Environmental Chemical Corporation provided a senior explosive ordnance disposal technician project manager to perform quality assurance, and also aided in development and implementation of UXO clearance procedures and in identification of UXO. History of Kuwait-US Relations History of US - Kuwait Relations:Kuwait relations with the United States really began in the early 19 th century, when sheik Mubarrak Al-Sabah, invited the Reformed Church of America to open a medical center in Kuwait (known by Kuwaitis as the American Hospital, which they did in 1911. Also, oil relations began in the 1930s, when Kuwait Oil Company was formed as a joint venture between the British Anglo-Persian Oil company and the American Gulf Oil company in December of 1933. In December of 1934, Sheik Ahmad granted a seventy-five-year oil concession to Kuwait Oil Company. The United States opened a consulate in Kuwait in October 1951, which was elevated to embassy status at the time of Kuwait's independence 10 years later. The United States supports Kuwait's sovereignty, security, and independence, as well as its multilateral diplomatic efforts to build greater cooperation among the GCC countries. Strategic cooperation between the United States and Kuwait increased in 1987 with the implementation of a maritime protection regime that ensured the freedom of navigation through the Gulf for 11 Kuwaiti tankers that were reflagged with U.S. markings. The U.S.-Kuwaiti strategic partnership intensified dramatically again after Iraqs invasion of Kuwait. The United States spearheaded UN Security Council demands that Iraq withdraw from Kuwait and its authorization of the use of force, if necessary, to remove Iraqi forces from the occupied country. The Untied States also played a dominant role in the development of the multinational military operations Desert Shield and Desert Storm that liberated Kuwait. The U.S.-Kuwaiti relationship has remained strong in the post-Gulf War period. Kuwait and the United States worked on a daily basis to monitor and to enforce Iraqs compliance with UN Security Council resolutions, and Kuwait also provided the main platform for Operation Iraqi Freedom in 2003. Since Kuwaits liberation, the United States has provided military and defense technical assistance to Kuwait from both foreign military sales (FMS) and commercial sources. All transactions have been made by direct cash sale. The U.S. Office of Military Cooperation in Kuwait is attached to the American embassy and manages the FMS program. U.S. military sales to Kuwait total $6.8 billion since 1992. Principal U.S. military systems currently purchased by the Kuwait Defense Forces are Patriot Missile systems, F-18 Hornet fighters, the M1A2 main battle tank, and the Apache helicopter. Kuwaiti attitudes toward American products have been favorable since the Gulf War. In 1993, Kuwait publicly announced abandonment of the secondary and tertiary aspects of the Arab boycott of Israel (those aspects affecting U.S. firms). The United States is currently Kuwait's largest supplier of goods and services, and Kuwait is the fifth-largest market in the Middle East. U.S. exports to Kuwait totaled $902 million in 2002. Provided their prices are reasonable, U.S. firms have a competitive advantage in many areas requiring advanced technology, such as oil field equipment and services, electric power generation and distribution equipment, telecommunications gear, consumer goods, and military equipment. During the 2002-03 build up to and execution of Operation Iraqi Freedom (OIF), Kuwait was a vital coalition partner, reserving a full 60% of its total land mass for use by coalition forces and donating upward of $350 million in assistance in kind (primarily fuel) to the effort. In the aftermath of OIF, Kuwait has been consistently involved in reconstruction efforts in Iraq, pledging $1.5 billion at the October 2003 international donors conference in Madrid.Kuwait also is an important partner in the ongoing U.S.-led campaign against international terrorism, providing assistance in the military, diplomatic, and intelligence arenas and also supporting efforts to block financing of terrorist groups. On April 1, 2004, the Bush Administration designated Kuwait as a major non-NATO ally (MNNA). As Kuwaiti vessels made up a large portion of the targets in these retaliatory raids, on 1 November 1986, Kuwait, a nonbelligerent, announced it would seek international protection for its ships. The Soviet Union responded first, agreeing to charter several Soviet tankers to Kuwait in early 1987. Washington, which has been approached first by Kuwait and which had postponed its decision, eventually followed Moscow's lead. On 7 March 1987, the United States offered to reflag 11 Kuwaiti tankers and provide U.S. Navy protection. Kuwait accepted. On 17 May 1987, an Iraqi attack aircraft fired two Exocet missiles, killing 37 sailors and wounding 21 others aboard USS Stark (FFG 31). Iraq apologized, claiming "pilot error." Ironically, Washington used the Stark incident to blame Iran for escalating the war and sent its own ships to the Gulf to escort eleven Kuwaiti tankers that were "reflagged" with the American flag and had American crews. Iran refrained from attacking the United States naval force directly, but it used various forms of harassment, including mines, hit-and-run attacks by small patrol boats, and periodic stop-and-search operations. On several occasions, Tehran fired its Chinese-made Silkworm missiles on Kuwait from Al Faw Peninsula. When Iranian forces hit the reflagged tanker Sea Isle City in October 1987, Washington retaliated by destroying an oil platform in the Rostam field and by using the United States Navy's Sea, Air, and Land (SEAL) commandos to blow up a second one nearby. Within a few weeks of the Stark incident, Iraq resumed its raids on tankers but moved its attacks farther south, near the Strait of Hormuz. Washington played a central role in framing UN Security Council Resolution 598 on the Gulf war, passed unanimously on July 20; Western attempts to isolate Iran were frustrated, however, when Tehran rejected the resolution because it did not meet its requirement that Iraq should be punished for initiating the conflict.American units had already found a dozen mines in Persian Gulf shipping lanes when the Navy began escorting re-flagged Kuwaiti tankers during Operation EARNEST WILL in July 1987. During the very first escort mission, a mine ripped into the re-flagged supertanker Bridgeton. That first month, three tankers hit mines and minesweeping operations by Navy helicopters began. Later that summer, U.S. forces captured the Iranian minelayer Iran Ajr while it was deploying mines in international shipping lanes and U.S. helicopters repelled an attack by Iranian speedboats.In October 1987, U.S. surface forces destroyed an armed Iranian oil complex in retaliation for an Iranian missile attack on a U.S.-flagged tanker. On 19 October 1987, an attack was launched by four US guided-missile destroyers, the Young, Hoel, Kidd and Leftwich, against the Iranian oil platforms Result and Reshadat, owned and operated by the National Iranian Oil Company in the Persian Gulf. The Resalat and Reshadat platforms are located in the continental shelf and exclusive economic zone of the Islamic Republic. They form part of a larger series of oil installations involving more than 100 producing wells and platforms essential to the Iranian commercial oil industry. On 19 October 1987, a radio warning was issued by the US naval forces of the attack, with the information to personnel on the platform that firing would begin in 20 minutes. At 1400 hours, the US vessels began their attack using 5-inch guns, the largest naval artillery in the Persian Gulf at the time. The attack lasted for 90 minutes, and over 1,000 rounds of ammunition were used. As a result of the attack, one platform was completely obliterated, and the other was 90 per cent destroyed. This resulted in the complete stoppage of oil production from the underlying oilfields. In statements made after the incident, the United States justified the attack as a "lawful exercise of the right of self-defense", and as a "measured response'' to an alleged Iranian attack against the reflagged Kuwaiti tanker Sea Isle City said to have been launched from the Fao Peninsula along the northern stretches of the Persian Gulf. In early 1988, the Gulf was a crowded theater of operations. At least ten Western navies and eight regional navies were patrolling the area, the site of weekly incidents in which merchant vessels were crippled. The Arab Ship Repair Yard in Bahrain and its counterpart in Dubayy, United Arab Emirates (UAE), were unable to keep up with the repairs needed by the ships damaged in these attacks. It was during these operations that USS Vincennes (CG 49) shot down an Iranian commercial Airbus A300B2-202 airliner [Iran Air Flight 655] on 03 July 1988 after mistaking it for an Iranian F-14. The total of 290 dead civilian passengers, included 66 children. On 22 February 1996 the United States agreed to pay Iran $61.8 million in compensation ($300,000 per wage earning victim, $150,000 per non wage earner) for the 248 Iranians killed in the shoot down.Gulf War:On Aug. 2, 1990, Iraqi troops invaded Kuwait. Four days later, President George Bush ordered the deployment of U.S. forces to defend Saudi Arabia in an action named Operation Desert Shield. A 43-day war, Operation Desert Storm, began in January 1991, resulting in the liberation of Kuwait. Following is a detailed chronology of the Gulf War: JANUARY 15: Iraq ignores U.N. ultimatum to withdraw from Kuwait or be forced out. JANUARY 16: Operation Desert Storm begins at 6 p.m. St. Louis time (3 a.m. Jan. 17 in Iraq) with massive air and missile attacks on targets in Iraq and Kuwait. JANUARY 17: Iraq attacks Israel with seven Scud missiles. A U.S. Patriot missile intercepts the first Scud, over Dhahran, Saudi Arabia. The air offensive against Iraqi forces begins. JANUARY 18: Bush authorizes the call-up of up to 1 million National Guardsmen and reservists for up to two years. The first Iraqi Scud missile strikes in Israel. JANUARY 19: U.S. troops raid oil platforms off Kuwait, capturing first Iraqi prisoners of war. JANUARY 20: Iraqi television broadcasts pictures of seven captured coalition airmen.
